The pmc driver was previously exporting tegra_pmc_restart, which was assigned to machine_desc.init_machine, taking precedence over the restart handlers registered through register_restart_handler(). Thierry Reding	7232398abc	ARM: tegra: Convert PMC to a driver ... This commit converts the PMC support code to a platform driver. Because the boot process needs to call into this driver very early, also set up a minimal environment via an early initcall.
