Powerpc builds may fail with the following build error.

The problem can be triggered by configuring ppc64e_defconfig and selecting
CONFIG_TICK_CPU_ACCOUNTING instead of CONFIG_VIRT_CPU_ACCOUNTING_NATIVE.
