Viresh Kumar f12a500e4a ARM: SPEAr13xx: Enable CONFIG_ARCH_HAS_CPUFREQ 
SPEAr13xx supports cpufreq and has an upstreamed driver for it. This patch
enables cpufreq configs for SPEAr13xx.
