Jani Nikula 55edf41b69 drm: define drm_compat_ioctl NULL on CONFIG_COMPAT=n and reduce #ifdefs
If we define drm_compat_ioctl NULL on CONFIG_COMPAT=n, we don't have to
check for the config everywhere.
