Core changes:
- Allow irq retriggering to follow a hierarchy
- Allow interrupt hierarchies to be trimmed at allocation time
- Allow interrupts to be hidden from /proc/interrupts (IPIs)
- Introduce stub for set_handle_irq() when !GENERIC_IRQ_MULTI_HANDLER
