Johan Hovold 41b4d581f2 tty: ircomm: remove dead and broken ioctl code
Remove three ifdefed and broken implementations of TIOCSSERIAL and
TIOCGICOUNT, and parity handling in set_termios which had suffered
severe bit rot.
