Richard Cochran 42ec50b5f2 arm/kvm/vgic: Convert to hotplug state machine ... Install the callbacks via the state machine and let the core invoke the callbacks on the already online CPUs. The VGIC callback is run after KVM's main callback since it reflects the makefile order.
