Undo loop condition on the error path would cause the i counter
to go below zero, if allocation failure happened with the first
(i.e. 0th) element of the array.

Make netdevsim print a message to the BPF verifier log buffer when a
program is offloaded.
Then use this message in hardware offload selftests to make sure that
using this buffer actually prints the message to the console for
eBPF hardware offload.
The message is appended after the last instruction is processed with the
verifying function from netdevsim. Output looks like the following:

We should not compile netdevsim/bpf.c if BPF syscall is not
enabled. Otherwise bpf core would have to provide wrappers
for all functions offload drivers may call, even though
system will never see a BPF object.

Add to netdevsim ability to pretend it's offloading BPF maps.
We only allow allocation of tiny 2 entry maps, to keep things
simple. Mutex lock may seem heavy for the operations we
perform, but we want to make sure callbacks can sleep.

To allow verifier instruction callbacks without any extra locking
NETDEV_UNREGISTER notification would wait on a waitqueue for verifier
to finish. This design decision was made when rtnl lock was providing
all the locking. Use the read/write lock instead and remove the
workqueue.
Verifier will now call into the offload code, so dev_ops are moved
to offload structure. Since verifier calls are all under
bpf_prog_is_dev_bound() we no longer need static inline implementations
to please builds with CONFIG_NET=n.

Lots of overlapping changes. Also on the net-next side
the XDP state management is handled more in the generic
layers so undo the 'net' nfp fix which isn't applicable
in net-next.
Include a necessary change by Jakub Kicinski, with log message:

cls_bpf no longer takes care of offload tracking. Make sure
netdevsim performs necessary checks. This fixes a warning
caused by TC trying to remove a filter it has not added.

dummy driver was extended with VF-related netdev APIs for testing
SR-IOV-related software. netdevsim did not exist back then.
Implement SR-IOV functionality in netdevsim. Notable difference
is that since netdevsim has no module parameters, we will actually
create a device with sriov_numvfs attribute for each netdev.
The zero MAC address is accepted as some HW use it to mean any
address is allowed. Link state is also now validated.

To be able to run selftests without any hardware required we
need a software model. The model can also serve as an example
implementation for those implementing actual HW offloads.
The dummy driver have previously been extended to test SR-IOV,
but the general consensus seems to be against adding further
features to it.
Add a new driver for purposes of software modelling only.
eBPF and SR-IOV will be added here shortly, others are invited
to further extend the driver with their offload models.
