RSS, when enabled, will bypass the L3 and L4 filtering causing it not
to work. Add a check before trying to setup the filters.

Adds the support for Frame Preemption using TAPRIO API. This works along
with EST feature and allows to select if preemptable traffic shall be
sent during specific queues opening time.

Now that we have the EST code for XGMAC and QoS we can use it with the
TAPRIO scheduler. Integrate it into the main driver and use the API to
configure the EST feature.

XGMAC3 supports full CBS features with speeds that can go up to 10G so
we can now remove the maximum speed check of CBS.

The tc_flow_parsers is not used outside of the driver, so
make it static to avoid the following sparse warning:

tc transparently maps the software priority number to hardware. Update
it to pass the major priority which is what most drivers expect. Update
drivers too so they do not need to lshift the priority field of the
flow_cls_common_offload object. The stmmac driver is an exception, since
this code assumes the tc software priority is fine, therefore, lshift it
just to be conservative.

I link error on 32-bit ARM points to yet another arithmetic bug:
drivers/net/ethernet/stmicro/stmmac/stmmac_tc.o: In function `tc_setup_cbs':
stmmac_tc.c:(.text+0x148): undefined reference to `__aeabi_uldivmod'

stmmac_tc.c:(.text+0x308): undefined reference to `__aeabi_uldivmod'
stmmac_tc.c:(.text+0x320): undefined reference to `__aeabi_uldivmod'
stmmac_tc.c:(.text+0x33c): undefined reference to `__aeabi_uldivmod'
drivers/net/ethernet/stmicro/stmmac/stmmac_tc.o:stmmac_tc.c:(.text+0x3a4): more undefined references to `__aeabi_uldivmod' follow
I observe that the last change to add the 'ul' prefix was incorrect,
as it did not turn the result of the multiplication into a 64-bit
expression on 32-bit architectures. Further, it seems that the
do_div() macro gets confused by the fact that we pass a signed
variable rather than unsigned into it.
This changes the code to instead use the div_s64() helper that is
meant for signed division, along with changing the constant suffix
to 'll' to actually make it a 64-bit argument everywhere, fixing
both of the issues I pointed out.
I'm not completely convinced that this makes the code correct, but
I'm fairly sure that we have two problems less than before.

Add suffix UL to constant 1024 in order to give the compiler complete
information about the proper arithmetic to use. Notice that this
constant is used in a context that expects an expression of type
u64 (64 bits, unsigned) and following expressions are currently
being evaluated using 32-bit arithmetic:
qopt->idleslope * 1024 * ptr
qopt->hicredit * 1024 * 8
qopt->locredit * 1024 * 8

This adds support for U32 filter by using an HW only feature called
Flexible RX Parser. This allow us to match any given packet field with a
pattern and accept/reject or even route the packet to a specific DMA
channel.
Right now we only support acception or rejection of frame and we only
support simple rules. Though, the Parser has the flexibility of jumping to
specific rules as an if condition so complex rules can be established.
This is only supported in GMAC5.10+.
The following commands can be used to test this code:
1) Setup an ingress qdisk:
# tc qdisc add dev eth0 handle ffff: ingress
2) Setup a filter (e.g. filter by IP):
# tc filter add dev eth0 parent ffff: protocol ip u32 match ip \
src 192.168.0.3 skip_sw action drop
In every tests performed we always used the "skip_sw" flag to make sure
only the RX Parser was involved.
