After error is detected, wait for adapter to move to ready state
before destroying queues and cleanup of other resources. Also
skip performing any cleanup for non-Lancer chips and move debug
messages to correct routine.

The SRIOV resource distribution logic for RX/TX queue counts is not optimal
when a small number of VFs are enabled. It does not take into account the
VF's EQ count while computing the queue counts. Because of this, the VF
gets a large number of queues, though it doesn't have sufficient EQs,
resulting in wasted queue resources. And the PF gets a smaller share of
queues though it has more EQs. Fix this by capping the VF queue count at
its EQ count.

The driver decrements its vlan count without checking if it is really
present in its list. This results in an invalid vlan count and impacts
subsequent vlan add/rem ops. The function be_vlan_rem_vid() should be
updated to fix this.

The driver currently logs the message "VF is not privileged to issue
opcode" by checking only the base_status field for UNAUTHORIZED_REQUEST.
Add check to look for INSUFFICIENT_PRIVILEGES in the additional status
field also as not all cmds fail with that base status.

This patch adds support for ethtool's --get-dump option in be2net,
to retrieve FW dump. In the past when this option was not yet available,
this feature was supported via the --register-dump option as a workaround.
This patch removes support for FW-dump via --register-dump option as it is
now available via --get-dump option. Even though the
"ethtool --register-dump" cmd which used to work earlier, will now fail
with ENOTSUPP error, we feel it is not an issue as this is used only
for diagnostics purpose.

Commit 72ef3a88fa ("be2net: set pci_func_num while issuing
GET_PROFILE_CONFIG cmd") passed a specific pf_num while issuing a
GET_PROFILE_CONFIG cmd as FW returns descriptors for all functions when
pf_num is zero. But, when pf_num is set to a non-zero value, FW does not
return the Port resource descriptor.
This patch fixes this by setting pf_num to 0 while issuing the query cmd
and adds code to pick the correct NIC resource descriptor from the list of
descriptors returned by FW.

This patch removes a line of code that changes adapter->recommended_prio
value followed by yet another assignment.
Also, the variable is used to store the vlan priority value that is already
shifted to the PCP bits position in the vlan tag format. Hence, the name of
this variable is changed to recommended_prio_bits.

Many constant definitions relating to the FW-image layout
(such as section offset values) were defined in decimal format rather than
hexa-decimal. This makes this part of the code un-readable. Also some
defines related to BE2 are labeld "g2" and defines related to BE3 are
labeled "g3". This patch cleans up all of this to make this code more
readable.

The VF link state setting transition from "disable" to "auto" does not work
due to a bug in SET_LOGICAL_LINK_CONFIG_V1 cmd in FW. This issue could not
be fixed in FW due to some backward compatibility issues it causes with
some released drivers. The issue has been fixed by introducing a new
version (v2) of the cmd from 10.6 FW onwards. In v2, to set the VF link
state to auto, both PLINK_ENABLE and PLINK_TRACK bits have to be set to 1.
The VF link state setting feature now works on Lancer chips too from
FW ver 10.6.315.0 onwards.

Recently Dough Ledford reported a deadlock happening
between ocrdma-load sequence and NetworkManager service
issueing "open" on be2net interface.
The deadlock happens when any be2net hook (e.g. open/close) is called
in parallel to insmod ocrdma.ko.
A. be2net is sending administrative open/close event to ocrdma holding
device_list_mutex. It does this from ndo_open/ndo_stop hooks of be2net.
So sequence of locks is rtnl_lock---> device_list lock
B. When new ocrdma roce device gets registered, infiniband stack now
takes rtnl_lock in ib_register_device() in GID initialization routines.
So sequence of locks in this path is device_list lock ---> rtnl_lock.
This improper locking sequence causes deadlock.
In order to resolve the above deadlock condition, ocrdma intorduced a
patch to stop listening to administrative open/close events generated from
be2net driver. It now depends on link-state-change async-event generated from
CNA. This change leaves behind dead code which used to generate administrative
open/close events. This patch cleans-up all that dead code from be2net.

When the first request_irq fails in be_msix_register, i value
would be zero. The current code decrements the i value and
accesses the eq object without validating the decremented
"i" value. This can cause an "invalid memory address access"
violation.
This patch fixes the problem by accessing the eq object after
validating the "i" value.

The name NETIF_F_ALL_CSUM is a misnomer. This does not correspond to the
set of features for offloading all checksums. This is a mask of the
checksum offload related features bits. It is incorrect to set both
NETIF_F_HW_CSUM and NETIF_F_IP_CSUM or NETIF_F_IPV6 at the same time for
features of a device.
This patch:
- Changes instances of NETIF_F_ALL_CSUM to NETIF_F_CSUM_MASK (where
NETIF_F_ALL_CSUM is being used as a mask).
- Changes bonding, sfc/efx, ipvlan, macvlan, vlan, and team drivers to
use NEITF_F_HW_CSUM in features list instead of NETIF_F_ALL_CSUM.

NAPI drivers no longer need to observe a particular protocol
to benefit from busy polling (CONFIG_NET_RX_BUSY_POLL=y)
napi_hash_add() and napi_hash_del() are automatically called
from core networking stack, respectively from
netif_napi_add() and netif_napi_del()
This patch depends on free_netdev() and netif_napi_del() being
called from process context, which seems to be the norm.
Drivers might still prefer to call napi_hash_del() on their
own, since they might combine all the rcu grace periods into
a single one, knowing their NAPI structures lifetime, while
core networking stack has no idea of a possible combining.
Once this patch proves to not bring serious regressions,
we will cleanup drivers to either remove napi_hash_del()
or provide appropriate rcu grace periods combining.

We would like to automatically provide busy polling support
to all NAPI drivers, without them having to implement anything.
skb_mark_napi_id() can be called from napi_gro_receive() and
napi_get_frags().
Few drivers are still calling skb_mark_napi_id() because
they use netif_receive_skb(). They should eventually call
napi_gro_receive() instead. I will leave this to drivers
maintainers.

The lancer_cmd_get_file_len() uses lancer_cmd_read_object() to get
the current size of registers for ethtool registers dump. Returned status
value is stored but not checked. The check itself is not necessary as
the data_read output variable is initialized to 0 and status variable
can be removed.

Remove rsstable array and its initialization from be_set_rss_hash_opts().
The array became unused after "e255787 be2net: Support for configurable

The commit 435452aa88 ("Prevent VFs from enabling VLAN promiscuous mode")
fixed the PF driver to not include the VLAN promisc capability while
provisioning the interface for a VF. But the fix did not remove this
capability from the profile descriptor of the VF. This causes the VF
driver to request this capability when it tries to create it's interface
at probe time. This could potentailly cause the VF probe to fail if the
FW enforces strict checking of the flags based on what was provisoned
by the PF. This strict checking is not being done by FW currently but
will be fixed in a future version. This patch fixes this issue by updating
the VF's profile descriptor so that they match the interface capability
flags provisioned by the PF.

The FW requires the pf_num field in the cmd hdr to be set for it to return
the specific function's descriptors in the GET_PROFILE_CONFIG cmd. If not
set, the FW returns the descriptors of all the functions on the device.
If the first descriptor is not what is being queried for, the driver will
read wrong data. This patch fixes this issue by using the GET_CNTL_ATTRIB
cmd to query the real pci_func_num of a function and then uses it in the
GET_PROFILE_CONFIG cmd.

On BE3 chips in SRIOV configs, the TX path stalls when a packet less
than 32B is received from the host. A workaround to pad such packets
already exists for the Skyhawk and Lancer chips. Use the same workaround
for BE3 chips too.

In the BE3 FW image, unlike Skyhawk's, the "asic_type_rev" field doesn't
track the asic_rev of chip it is compatible with. When asic_type_rev
is 0 the image is compatible only with pre-BE3-R chips (asic_rev < 0x10).
Fix the current compatibility check to take care of this.
We hit this issue when we try to flash old BE3 images (used prior to the
release of BE3-R) on pre-BE3-R adapters.

The be_cmd_rx_filter() routine sends a non-embedded cmd to the FW and used
a pre-allocated dma memory to hold the cmd payload. This worked fine when
this cmd was synchronous. This cmd was changed to asynchronous mode by the
commit 8af65c2f4("make the RX_FILTER command asynchronous"). So now when
there are two quick invocations of this cmd, the 2nd request may end up
overwriting the first request, causing FW cmd corruption.
This patch reverts the offending commit and hence fixes the regression.

VxLAN offloading is not functional if the NIC is running in multichannel
mode (UMC, FLEX-10, VNIC...). Enabling this additionally kills whole
connectivity through the NIC and the device needs to be down and up to
restore it. The firmware should take care about it and does not allow
the conversion of interface to tunnel type (be_cmd_manage_iface) or should
support VxLAN offloading if multichannel config is enabled.
I have tested this on the latest available firmware (10.6.144.21).

There are paths in the driver such as an unrecoverable error (UE) detection
followed by a driver unload wherein be_clear() is invoked twice.
Individual data structures are reset so that they are not cleaned/freed
twice. This patch does the same for eqo->affinity_mask. It is freed only
if EQs haven't yet been destroyed. This fixes a possible crash when
affinity_mask is freed twice.

An RX stall issue was seen on Lancer adapters, when RXQs are destroyed
while they are in an "out of buffer" state. This patch fixes this issue
by posting 64 buffers to each RXQ before destroying them in the close path.
This is done after ensuring that no more new packets are selected for
transfer to the RXQs by disabling interface filters.

HW issues were observed on Lancer adapters if IFACE filters
(flags, mac addrs etc) are enabled *before* creating RXQs. This patch
changes the driver design by enabling filters in be_open() --
instead of be_setup() -- after RXQs are created and buffers posted.
Two new wrapper functions, be_enable_if_filters() and
be_disable_if_filters() are introduced to enable/disable IFACE filters in
be_open()/be_close() respectively. In be_setup() the IFACE is now created
only with the RSS flag.

Add be_get_phys_port_id() function to report physical port id. The port id
should be unique across different be2net devices in the system. We use the
chip serial number along with the physical port number for this.

The SET_LOOPBACK_MODE command is always issued from ethtool only in a
process context. So, while waiting for the cmd to complete, the driver
can sleep instead of holding spin_lock_bh() on the mcc_lock. This is done
by calling be_mcc_notify() instead of be_mcc_notify_wait() (that returns
only after the cmd completes while the MCCQ is locked).

This fix makes the RX_FILTER cmd asynchronous, i.e., the caller issues
this cmd and doesn't wait for a completion from the FW. If the FW/adapter
is in an error state, this change helps in not holding up the rtnl_lock
and keeping bottom halves disabled while the driver timesout waiting for
a response from the FW.

The "dest" field in the UDP-hdr of a TX skb is in network endian format.
Convert it to host endian before accessing it. The os2bmc patch,
mentioned below introduced this code.

The current code assumes that bridge functionality (EVB) in the adapter
is enabled only when SR-IOV is enabled. This is not always true.
This patch uses the GET_HSW_CONFIG FW cmd to query this from the FW.

One more missing piece of the puzzle. Add vlan dump support to switchdev
port's bridge_getlink. iproute2 "bridge vlan show" cmd already knows how
to show the vlans installed on the bridge and the device , but (until now)
no one implemented the port vlan part of the netlink PF_BRIDGE:RTM_GETLINK
msg. Before this patch, "bridge vlan show":

I re-used ndo_dflt_bridge_getlink to add vlan fill call-back func.
switchdev support adds an obj dump for VLAN objects, using the same
call-back scheme as FDB dump. Support included for both compressed and
un-compressed vlan dumps.

This howto made sense in the 1990s when users had to manually configure
ISA cards with jumpers or vendor utilities, but with the implementation
of PCI it became increasingly less and less relevant, to the point where
it has been well over a decade since I last updated it. And there is
no value in anyone else taking over updating it either.
However the references to it continue to spread as boiler plate text
from one Kconfig file into the next. We are not doing end users any
favours by pointing them at this old document, so lets kill it with
fire, once and for all, to hopefully stop any further spread.
No code is changed in this commit, just Kconfig help text.

There are several places in the driver (all in control paths) where
coherent dma memory is being allocated using either dma_alloc_coherent()
or the deprecated pci_alloc_consistent(). All these calls should be
changed to use dma_zalloc_coherent() to avoid uninitialized fields in
data structures backed by this memory.

da91309e0a (cpumask: Utility function to set n'th cpu...) created a
genuinely weird function. I never saw it before, it went through DaveM.
(He only does this to make us other maintainers feel better about our own
mistakes.)
cpumask_set_cpu_local_first's purpose is say "I need to spread things
across N online cpus, choose the ones on this numa node first"; you call
it in a loop.
It can fail. One of the two callers ignores this, the other aborts and
fails the device open.
It can fail in two ways: allocating the off-stack cpumask, or through a
convoluted codepath which AFAICT can only occur if cpu_online_mask
changes. Which shouldn't happen, because if cpu_online_mask can change
while you call this, it could return a now-offline cpu anyway.
It contains a nonsensical test "!cpumask_of_node(numa_node)". This was
drawn to my attention by Geert, who said this causes a warning on Sparc.
It sets a single bit in a cpumask instead of returning a cpu number,
because that's what the callers want.
It could be made more efficient by passing the previous cpu rather than
an index, but that would be more invasive to the callers.

The hwmon interface in the be2net driver causes a link error when
be2net is built-in while the hwmon subsystem is a loadable module:

This adds a new Kconfig symbol, following the example of multiple
other drivers that have the same problem. The new CONFIG_BE2NET_HWMON
will not be available when (BE2NET=y && HWMON=m) to avoid this
problem.
We have to also mark be_hwmon_show_temp as 'static' to ensure the
compiler can optimize out all the unused code.

OS2BMC feature will allow the server to communicate with the on-board
BMC/idrac (Baseboard Management Controller) over the LOM via
standard Ethernet.
When OS2BMC feature is enabled, the LOM will filter traffic coming
from the host. If the destination MAC address matches the iDRAC MAC
address, it will forward the packet to the NC-SI side band interface
for iDRAC processing. Otherwise, it would send it out on the wire to
the external network. Broadcast and multicast packets are sent on the
side-band NC-SI channel and on the wire as well. Some of the packet
filters are not supported in the NIC and hence driver will identify
such packets and will hint the NIC to send those packets to the BMC.
This is done by duplicating packets on the management ring. Packets
are sent to the management ring, by setting mgmt bit in the wrb header.
The NIC will forward the packets on the management ring to the BMC
through the side-band NC-SI channel.

When an error (related to HW or FW) is detected on a function, the driver
must pro-actively report a "link down" to the stack so that a possible
failover can be initiated. This is being done currently only for some
HW errors. This patch reports a "link down" even for fatal FW errors and
EEH errors.

The code in be_check_ufi_compatibility() checks to see if a UFI file meant
for a lower rev of a chip is being flashed on a higher rev, which is
disallowed. This patch re-writes the code needed for this check in a much
simpler manner.

When an RXQ is created in be_open(), the driver currently posts only
64 buffers. This sometimes results in packet drops when there is a traffic
burst as soon as the interface is enabled.
This patch fixes this problem by posting the full RXQ on interface enable.

When the FW runs out of vlan filters it can either return an
INSUFFICIENT_RESOURCES error or an INSUFFICIENT_VLANS error.
The driver currently checks only for the former error value.
This patch adds a check for the latter value too.

Currently pkts with L3 or L4 errors received on PFs are not dropped
by the adapter, but instead sent to the stack. This helps the network stack
to better reflect error statistics. This was not being done on BE3 VFs.
This patch fixes this for BE3 VFs.

Currently adaptive interrupt moderation is set by calculating
and configuring an EQ-delay every second. This is done via
a FW-cmd. But, on Skyhawk-R a "re-arm to interrupt" delay
can be set while ringing the EQ-DB. This patch uses this
facility to calculate and set the interrupt delay every 1ms.
This helps moderating interrupts better when the traffic
is bursty.

This patch adds support for spoofchk configuration for VFs.
When it is enabled, "spoof checking" is done for both MAC-address and VLAN.
For each VF, the HW ensures that the source MAC address (or vlan) of
every outgoing packet exists in the MAC-list (or vlan-list) configured
for RX filtering for that VF. If not, the packet is dropped and an error
is reported to the driver in the TX completion; this is reflected in the
"tx_spoof_check_err" ethtool counter.
This feature is supported in Skyhawk FW version 10.6.31.0 and above.

NLM_F_MULTI must be used only when a NLMSG_DONE message is sent. In fact,
it is sent only at the end of a dump.
Libraries like libnl will wait forever for NLMSG_DONE.

The numPosted field in the ERX Doorbell register is 8-bits wide.
So the max buffers that we can post at a time is 255 and not 256
which we are doing currently.

This patch sets up xps queue mapping on load, so that TX traffic is
steered to the queue whose irqs are being processed by the current cpu.

This patch provides hints to irqbalance to map be2net IRQs to
specific CPU cores. cpumask_set_cpu_local_first() is used, which first
maps IRQs to near NUMA cores; when those cores are exhausted, IRQs are
mapped to far NUMA cores.

The be_main.c conflict resolution was really tricky. The conflict
hunks generated by GIT were very unhelpful, to say the least. It
split functions in half and moved them around, when the real actual
conflict only existed solely inside of one function, that being
be_map_pci_bars().
So instead, to resolve this, I checked out be_main.c from the top
of net-next, then I applied the be_main.c changes from 'net' since
the last time I merged. And this worked beautifully.
The inet_diag.c and sysctl_net_core.c conflicts were simple
overlapping changes, and were easily to resolve.

When an EEH error occurs, the device/slot is disconnected. This condition
is more reliably detected (i.e., returns all ones) with an MMIO read rather
than a config read -- especially on power platforms.
Hence, this patch fixes EEH error detection by replacing config reads with
MMIO reads for reading the error registers. The error registers in
Skyhawk-R/BE2/BE3 are accessible both via the config space and the
PCICFG (BAR0) memory space.

Currently, a PF does not restrict its VF interface from enabling vlan
promiscuous mode. This breaks vlan isolation when a vlan
(transparent tagging) is configured on a VF.
This patch fixes this problem by disabling the vlan promisc capability
for VFs.

This patch implements the .sriov_configure() PCI method to allow for
runtime enabling/disabling of VFs. The module param "num_vfs" is now
deprecated.
At the time of driver load the PF-pool resources are allocated to the PF.
When the user enables VFs, the resources are then re-distributed across
PFs and VFs based on the number of VFs enabled.

When SR-IOV is enabled in the adapter, the FW distributes resources
evenly across the PF and it's VFs. This is currently done only for some
resources.
This patch adds support for a new cmd that queries the FW for the list
of resources for which the distribution is allowed and distributes them
accordingly.

On BE2, BE3 and Skhawk-R chips one non-RSS (called "default") RXQ was
needed to receive non-IP traffic. Some FW versions now export a
capability called IFACE_FLAGS_DEFQ_RSS where this requirement doesn't hold.
On such FWs the driver now does not create the non-RSS default queue.
This prevents wasting one RXQ per VF.

The steps needed for Lancer's reset/initialization sequence are:
a) wait for SLIPORT_STAUS RDY bit to be set
b) set the SLIPORT_CONTROL IP bit
c) repeat step "a"
The code needed for this sequence is already covered by the be_func_init()
routine (with minor modifications.) So, get rid of the
lancer_test_and_set_rdy_state() and lancer_provisioning_error() routines
that unnecessarily duplicate this code. Also fixed the error recovery
function to take care of these changes

Currently when an error is detected, the queue resources are being cleaned up
in the recovery routine. The resources are better cleaned up in the error
detection routine itself (similar to EEH code.)
So, this patch re-factors error processing logic to follow the following sequence:
- check if there is an error in adapter
- if error,
- cleanup resources
- attempt recovery
The patch renames lancer_recover_func() to be_err_recover() as this
routine will be used in the future for error recovery on Skyhawk too.

The members of be_adapter struct were being allocated in two separate
routines -- be_ctrl_init() and be_stats_init(). Also, some other members
were allocated elsewhere. This patch moves the alloc/free code into
be_drv_init/cleanup() routines. The be_pci_map_bars() routine that was
called from be_ctrl_init() is now called directly from be_probe().
The new routine be_drv_init() will now be the place-holder for allocating
memory for any new be_adapter{} members in the future.
Some routines needed to be moved to provide forward definitions for their
calls.

- Reduce code duplication by moving WRB-frags setup into a function.
- Do not setup WRB-header before frags are setup, which is unncessary if
there's errors while setting up frags. We should only grab an entry for
the header, setup the frags and if everything is fine setup the header.
- The error cleanup can be moved into a small function.

The WRB header is setup by wrb_fill_hdr() routine. This routine currently
gets some of the WRB params as args and figures out rest of the WRB params
by looking at various fields in skb (like gso, checksum, vlan-tag etc).
All these params could instead be retrieved from the skb into a structure
and passed to this routine. This separates wrb_fill_hdr() to only provide
chip-specific code to fill the WRB. This also makes it simple to support
chips with different WRB formats.

The 32-bit fields of a tx-wrb are little endian. The driver is currently
using be_dws_le_to_cpu() routine to swap (cpu to le) all the fields of
a tx-wrb. So, the rsvd field is also unnecessarily swapped.
This patch fixes this by individually swapping the required fields.
Also, the type of the fields in eth_tx_wrb{} is now changed to __le32
from u32 to avoid sparse warnings.

This patch adds support for processing the port misconfigure async
event generated by the FW. This event is generated typically when an
optical module is incorrectly installed or is faulty.
This patch also moves the port_name field to the adapter struct for
logging the event. As the be_cmd_query_port_name() call is now moved
to be_get_config(), it is modified to use the mailbox instead of MCCQ

This patch re-factors the filter setting (uc-list, mc-list, promisc, vlan)
code in be_set_rx_mode() and be_vid_config() to make it more readable
and reduce code duplication.
This patch adds a separate field to track the state/mode of filtering,
along with moving all the filtering related fields to one place in be
be_adapter structure.

This patch passes BE_IF_FLAGS_XXX flags to be_cmd_rx_filter() routine
instead of the IFF_XXX flags. Doing this gets rid of the code to convert
the IFF_XXX flags to the BE_IF_FLAGS_XXX used by the FW cmd. The patch
also removes code for setting if_flags_mask that was duplicated for each
filter mode.

While sending FW update cmds to the FW, the driver specifies the "type"
of each component that needs to be flashed. The FW then picks the offset
in the flash area at which the componnet is to be flashed. This doesn't work
when new components that the current FW doesn't recognize, need to be
flashed. Recent FWs (10.2 and above) support a scheme of FW-update wherein
the "offset" of the component in the flash area can be specified instead
of the "type". This patch uses the "offset" based FW-update mechanism and
only when it fails, it fallsback to the old "type" based update.

the chip type, for better readability, as follows:
- be_get_ufi_type() returns the UFI type from the flash file
- be_check_ufi_compatibility() checks if the UFI type is compatible
with the adapter/chip that is being flashed

Routines that are called only inside one src file must remain in that
file itself. Including them in a header file that is used for exporting
routine/struct definitions, causes unnecessary compilation of other
src files, when such a routine is modified.

This patch uses skb->xmit_more flag to batch TX requests.
TX is flushed either when xmit_more is false or there is
no more space in the TXQ.
Skyhawk-R and BEx chips require an even number of wrbs to be posted.
So, when a batch of TX requests is accumulated, the last header wrb
may need to be fixed with an extra dummy wrb.
This patch refactors be_xmit() routine as a sequence of be_xmit_enqueue()
and be_xmit_flush() calls. The Tx completion code is also
updated to be able to unmap/free a batch of skbs rather than a single
skb.

GSO isn't the only offload feature with restrictions that
potentially can't be expressed with the current features mechanism.
Checksum is another although it's a general issue that could in
theory apply to anything. Even if it may be possible to
implement these restrictions in other ways, it can result in
duplicate code or inefficient per-packet behavior.
This generalizes ndo_gso_check so that drivers can remove any
features that don't make sense for a given packet, similar to
netif_skb_features(). It also converts existing driver
restrictions to the new format, completing the work that was
done to support tunnel protocols since the issues apply to
checksums as well.
By actually removing features from the set that are used to do
offloading, it solves another problem with the existing
interface. In these cases, GSO would run with the original set
of features and not do anything because it appears that
segmentation is not required.

The encapsulated offload flags shouldn't be unconditionally exported
to the stack. The stack expects offloading to work across all tunnel
types when those flags are set. This would break other tunnels (like
GRE) since be2net currently supports tunnel offload for VxLAN only.
Also, with VxLANs Skyhawk-R can offload only 1 UDP dport. If more
than 1 UDP port is added, we should disable offloads in that case too.

This patch extends the set/get_rxfh ethtool-options for getting or
setting the RSS hash function.
It modifies drivers implementation of set/get_rxfh accordingly.
This change also delegates the responsibility of checking whether a
modification to a certain RX flow hash parameter is supported to the
driver implementation of set_rxfh.
User-kernel API is done through the new hfunc bitmask field in the
ethtool_rxfh struct. A bit set in the hfunc field is corresponding to an
index in the new string-set ETH_SS_RSS_HASH_FUNCS.
Got approval from most of the relevant driver maintainers that their
driver is using Toeplitz, and for the few that didn't answered, also
assumed it is Toeplitz.

To allow brport device to return current brport flags set on port. Add
returned flags to nested IFLA_PROTINFO netlink msg built in dflt getlink.
With this change, netlink msg returned for bridge_getlink contains the port's
offloaded flag settings (the port's SELF settings).
