Existing API tep_list_events() is not thread safe, it uses the internal
array sort_events to keep cache of the sorted events and reuses it. This
patch implements a new API, tep_list_events_copy(), which allocates new
sorted array each time it is called. It could be used when a sorted
events functionality is needed in thread safe use cases. It is up to the
caller to free the array.

In order to make libtraceevent into a proper library, its API
should be straightforward.
The tep_register_event_handler() functions returns -1 in case it
successfully registers the new event handler. Such return code is used
by the other library APIs in case of an error.
To unify the return logic of tep_register_event_handler() with the other
APIs, this patch introduces enum tep_reg_handler, which is used by this
function as return value, to handle all possible successful return
cases.

This patch implements a new API of the tracevent library:
int tep_get_ref(struct tep_handle *tep);
The API returns the reference counter "ref_count" of the tep handler.
As "struct tep_handle" is internal only, its members cannot be accessed
by the library users, the API is used to get the reference counter.

As traceevent is going to be transferred into a proper library,
its local data should be protected from the library users.
This patch encapsulates struct tep_handler into a local header,
not visible outside of the library. It implements also a bunch
of new APIs, which library users can use to access tep_handler members.
