As stmmac_pci.c file is getting bigger and more complex, it is reasonable
to separate all the Intel specific dwmac pci device to a different file.
This move includes Intel Quark, TGL and EHL. A new kernel config
CONFIG_DWMAC_INTEL is introduced and depends on X86. For this initial
patch, all the necessary function such as probe() and exit() are identical
besides the function name.

flow_action_hw_stats_types_check() helper takes one of the
FLOW_ACTION_HW_STATS_*_BIT values as input. If we align
the arguments to the opening bracket of the helper there
is no way to call this helper and stay under 80 characters.
Remove the "types" part from the new flow_action helpers
and enum values.

Not every stmmac based platform makes use of the eth_wake_irq or eth_lpi
interrupts. Use the platform_get_irq_byname_optional variant for these
interrupts, so no error message is displayed, if they can't be found.
Rather print an information to hint something might be wrong to assist
debugging on platforms which use these interrupts.

Since commit 319a1d1947, stmmac only support basic HW stats type for
action. Set this field in the L3/L4 Filtering test so that it correctly
setups the filter instead of returning EOPNOTSUPP.

If a PHY is not attached, we can still run the tests with MAC loopback
mode. Return -EOPNOTSUPP error code in PHY loopback test so that global
status is not a failure.

ACS (auto PAD/FCS stripping) removes FCS off 802.3 packets (LLC) so that
there is no need to manually strip it for such packets. The enhanced DMA
descriptors allow to flag LLC packets so that the receiving callback can
use that to strip FCS manually or not. On the other hand, normal
descriptors do not support that.
Thus in order to not truncate LLC packet ACS should be disabled when
using normal DMA descriptors.

Propagate the resolved link parameters via the mac_link_up() call for
MACs that do not automatically track their PCS state. We propagate the
link parameters via function arguments so that inappropriate members
of struct phylink_link_state can't be accessed, and creating a new
structure just for this adds needless complexity to the API.

We cannot register the same netdev notifier multiple times when probing
stmmac devices. Register the notifier only once in module init, and also
make debugfs creation/deletion safe against simultaneous notifier call.

The "stm32_pwr_wakeup" is optional per the binding and the driver
handles its absence gracefully. Request it with
platform_get_irq_byname_optional, so its absence doesn't needlessly
clutter the log.

Functions starting with __ usually indicate those which are exported,
but should not be called directly. Update some of those declared in the
API and make it more readable.
page_pool_unmap_page() and page_pool_release_page() were doing
exactly the same thing calling __page_pool_clean_page(). Let's
rename __page_pool_clean_page() to page_pool_release_page() and
export it in order to show up on perf logs and get rid of
page_pool_unmap_page().
Finally rename __page_pool_put_page() to page_pool_put_page() since we
can now directly call it from drivers and rename the existing
page_pool_put_page() to page_pool_put_full_page() since they do the same
thing but the latter is trying to sync the full DMA area.
This patch also updates netsec, mvneta and stmmac drivers which use
those functions.

The recent patch to support passive mode converter did not take care the
phy interface configuration in PCI platform data. Hence, converting all
the PCI platform data from plat->interface to plat->phy_interface as the
default mode is meant for PHY.

It's found that stmmac_xmit() and stmmac_resume() sometimes might
run concurrently, possibly resulting in a race condition between
mod_timer() and setup_timer(), being called by stmmac_xmit() and
stmmac_resume() respectively.
Since the resume() runs setup_timer() every time, it'd be safer to
have del_timer_sync() in the suspend() as the counterpart.

snps databook noted that physical coding sublayer (PCS) interface
that can be used when the MAC is configured for the TBI, RTBI, or
SGMII PHY interface. we have RGMII and SGMII in a SoC and it also
has the PCS block. it needs stmmac_init_phy and stmmac_mdio_register
function for initializing phy when it used RGMII interface.

When HW does not support perfect filtering the feature will not be
enabled in the net_device. Add a check for this to prevent failures.

Add a new test for TBS feature which is used in ETF scheduler. In this
test, we send a packet with a launch time specified as now + 500ms and
check if the packet was transmitted on that time frame.

In the upcoming commit for TBS selftest we will need to send a packet on
a specific Queue. As stmmac fallsback to netdev_pick_tx() on the select
Queue callback, we need to switch all selftests logic to
dev_direct_xmit() so that we can send the given SKB on a specific Queue.
