Allow compiling DCB related files if I40E_DCB option
is supported in the kernel configuration.
DCB is disabled by default.

The GPL header included in each file in the i40e driver doesn't
need to include the "this program" text since this driver
is already part of the larger kernel.

This patch adds the changes for Kconfig, i40e.txt, MAINTAINERS, Kbuild
and new i40e/Makefile to build i40e with the kernel.
