Refactor the hardware/firmware configuration portion in
bnxt_sriov_enable() into a new function bnxt_cfg_hw_sriov(). This
new function can be called after a firmware reset to reconfigure the
VFs previously enabled.

The recent commit to always forward the VF MAC address to the PF for
approval may not work if the PF driver or the firmware is older. This
will cause the VF driver to fail during probe:
bnxt_en 0000:00:03.0 (unnamed net_device) (uninitialized): hwrm req_type 0xf seq id 0x5 error 0xffff
bnxt_en 0000:00:03.0 (unnamed net_device) (uninitialized): VF MAC address 00:00:17:02:05:d0 not approved by the PF

bnxt_en: probe of 0000:00:03.0 failed with error -99
We fix it by treating the error as fatal only if the VF MAC address is
locally generated by the VF.

Firmware messages that are forwarded from PF to VFs are encapsulated.
The size of these encapsulated messages must not exceed the maximum
defined message size. Add appropriate checks to avoid oversize
messages. Firmware messages may be expanded in future specs and
this will provide some guardrails to avoid data corruption.

Introduce new rtnl UAPI that exposes a list of vlans per VF, giving
the ability for user-space application to specify it for the VF, as an
option to support 802.1ad.
We adjusted IP Link tool to support this option.
For future use cases, the new UAPI supports multiple vlans. For now we
limit the list size to a single vlan in kernel.
Add IFLA_VF_VLAN_LIST in addition to IFLA_VF_VLAN to keep backward
compatibility with older versions of IP Link tool.
Add a vlan protocol parameter to the ndo_set_vf_vlan callback.
We kept 802.1Q as the drivers' default vlan protocol.
Suitable ip link tool command examples:
Set vf vlan protocol 802.1ad:
ip link set eth0 vf 1 vlan 100 proto 802.1ad
Set vf to VST (802.1Q) mode:
ip link set eth0 vf 1 vlan 100 proto 802.1Q
Or by omitting the new parameter
ip link set eth0 vf 1 vlan 100

Some hypervisors (e.g. ESX) require the VF MAC address to be forwarded to
the PF for approval. In Linux PF, the call is not forwarded and the
firmware will simply check and approve the MAC address if the PF has not
previously administered a valid MAC address for this VF.
