30e4c57496 tools include uapi: Sync sound/asound.h copy
Picking the changes from:

  Fixes: b5bdbb6ccd ("ALSA: uapi: #include <time.h> in asound.h")

Which entails no changes in the tooling side.

To silence this perf tools build warning:

  Warning: Kernel ABI header at 'tools/include/uapi/sound/asound.h' differs from latest version at 'include/uapi/sound/asound.h'

6bc7626c04 tools headers: Synchronize sound/asound.h
To pick up the changes from this cset:

  823dbb6eb0 ("ALSA: pcm: add SNDRV_PCM_FORMAT_{S,U}20")

It doesn't affect how the tools are built, this os done just to silence
this perf build warning:

Right now tools/perf uses this header to generate string tables to
translate ioctl commands in 'perf trace', see

After the SPDX license tags were added a number of tooling headers got out of
sync with their kernel variants, generating lots of build warnings.

Sync them:

 - tools/arch/x86/include/asm/disabled-features.h,

     Remove the SPDX tag where the kernel version does not have it.

     Fix pointless end of line whitespace noise the header grew in this cycle.

     Sync the code and add tools/include/asm/export.h with dummy wrappers
     to support building the kernel side code in a tooling header environment.

 - tools/include/uapi/asm-generic/mman.h,
   tools/include/uapi/linux/bpf.h:

     Sync other details that don't impact tooling's use of the ABIs.
