Make HAVE_FUNCTION_GRAPH_FP_TEST a normal define, independent from
kconfig. This removes some config file pollution and simplifies the
checking for the fp test.

Always we use type unsigned long to format the ip address, since the
value of ip address is never the negative.
This patch uses type unsigned long, instead of long, to format the ip
address. The code is more clearly to be viewed by using type unsigned
long, although it is correct by using either unsigned long or long.

Drop extern for all prototypes and adjust alignment of parameters
as required after the removal.
In a few rare cases adjust linelength to conform to maximum 80 chars,
and likewise in a few rare cases adjust alignment of parameters
to static functions.
