bdecc20a98 drm/amd/powerplay: add Carrizo dpm support 
This patch enables basic DPM support for Carrizo.
DPM handles dynamic clock and voltage scaling.

3bace35914 drm/amd/powerplay: add hardware manager sub-component 
The hwmgr handles all hardware related calls, including clock/power
gating control, DPM, read and parse PPTable, etc.
