It's required for displays on Raven. The DCN bandwidth calcs use
floating point, but DCN is APU only and it already depends on
X86.

Currently FBC is guarded with ENABLE_FBC macro,
which needs to be manually enabled in Makefile.
This patch moves it to Kconfig so that there
wont be any need to additional patch to be carried
for enabling or disabling on every SoC.

DCN bw calcs currently rely on the following gcc options:
-mhard-float -msse -mpreferred-stack-boundary=4
We probably shouldn't really try building this on architectures
other than x86.
