While looking at the binfmt-misc documentation I noticed that there is a
reference to the “java” example that could be a direct link.
This patch simply adds the link without changing the HTML output.

Trim the title a bit, since it's relatively long. Add `binfmt_misc` to
make it easier to search for the feature by its common name.

Place README, REPORTING-BUGS, SecurityBugs and kernel-parameters
on an user's manual book.
As we'll be numbering the user's manual, remove the manual
numbering from SecurityBugs.
