[media] uvcvideo: Use LINUX_VERSION_CODE for VIDIOC_QUERYCAP

Browse Source 
uvcvideo doesn't use vidioc_ioctl2. As the API is changing to use
a common version for all drivers, we need to expliticly fix this
driver.
