sctp: limit maximum autoclose setsockopt value

Browse Source 
To avoid overflowing the maximum timer interval when transforming
the  autoclose interval from seconds to jiffies, limit the maximum
autoclose value to MAX_SCHEDULE_TIMEOUT/HZ.
