nl80211: extend support to config spatial reuse parameter set

Allow the user to configure below Spatial Reuse Parameter Set element.
  * Non-SRG OBSS PD Max Offset
  * SRG BSS Color Bitmap
  * SRG Partial BSSID Bitmap
