serial: core: Use uart_console() helper in SysRq code

Browse Source 
Use uart_console() helper in SysRq code instead of open coded variant.
This eliminates the conditional entirely for SERIAL_CORE_CONSOLE=n case.
While here, refactor the conditional to be more compact.
