Documentation/litmus-tests: Merge atomic's README into top-level one
Where Documentation/litmus-tests/README lists RCU litmus tests, Documentation/litmus-tests/atomic/README lists atomic litmus tests. For symmetry, merge the latter into former, with some context adjustment in the introduction.
