crypto: hisilicon - add HiSilicon HPRE accelerator
The HiSilicon HPRE accelerator implements RSA and DH algorithms. It uses Hisilicon QM as interface to CPU. This patch provides PCIe driver to the accelerator and registers its algorithms to crypto akcipher and kpp interfaces.
