drm/amd/display: Refactor dc_update_planes_and_stream.
Split update_planes_and_stream_state (split Software and Hardware programming) as the state is already build, so we only need to program the hardware Signed-off-by: Andrey Grodzovsky <Andrey.Grodzovsky@amd.com> Signed-off-by: Bhawanpreet Lakha <Bhawanpreet.Lakha@amd.com> Reviewed-by: Harry Wentland <Harry.Wentland@amd.com> Signed-off-by: Alex Deucher <alexander.deucher@amd.com>
