mmc: sdhci-xenon: Support HS400 Enhanced Strobe feature

Support HS400 Enhanced Strobe feature in Xenon.

Enable Enhanced Strobe together with Data Strobe.
Disable Enhanced Strobe when eMMC is not in HS400 mode.
