block: grant IOPRIO_CLASS_RT to CAP_SYS_NICE

CAP_SYS_ADMIN is too broad, and ionice fits into CAP_SYS_NICE's grouping.

Retain CAP_SYS_ADMIN permission for backwards compatibility.
