tty: serial: make SERIAL_SPRD not depend on ARCH_SPRD

Browse Source 
Remove the dependency with ARCH_SPRD from sprd serial/console Kconfig-s,
since we want them can be built-in when ARCH_SPRD is set as 'm'.
