drm/amdgpu/nbio: switch to amdgpu_nbio_ras_late_init helper function

amdgpu_nbio_ras_late_init is used to init nbio specfic
ras debugfs/sysfs node and nbio specific interrupt handler.
It can be shared among nbio generations
