usb: dwc3: gadget: Check IP revision for GRXTHRCFG

Browse Source 
DWC_usb31 controller has a different UsbRxPktCnt bit fields from
GRXTHRCFG register. Check for DWC_usb31 IP revision to read the
appropriate value.
